East Texas Mental Health Billing Service: 5 Easy Essentials

An East Texas mental health billing service handles insurance claims for therapy and psychiatry practices in the region around Tyler, Longview and Texarkana, plus the Beaumont area that Texas treats separately for Medicaid. Clients near the state line may carry plans issued in neighboring states. This guide shows how the Medicaid plans split and five essentials to confirm before you outsource.

What an East Texas mental health billing service has to sort out first

An East Texas mental health billing service has to know which Medicaid area each client lives in. The Texas Health and Human Services Commission (HHSC) puts most of East Texas in the Medicaid Rural Service Area (MRSA) Northeast. It puts Jefferson County, home to Beaumont, in the separate Jefferson service area. Each area has its own plan list.

Service areaCounties named by HHSCSTAR plans (children, families)STAR+PLUS plans (adults 65+, adults with disabilities)
MRSA NortheastSmith (Tyler), Gregg, Harrison, Bowie, Angelina, Nacogdoches and 28 othersSuperior, WellpointMolina, United
JeffersonJefferson, Hardin, Orange, Jasper, Newton and six othersCommunity Health Choice, Molina, Texas Children’s, United, WellpointMolina, Wellpoint

Counties come from an HHSC handbook appendix (revision 25-2, effective June 6, 2025). Plans come from HHSC’s service area map, revised January 2026. Plans differ sharply between the two areas, so a Beaumont client and a Tyler client with the same program can have different plans.

Rules by payer type for an East Texas mental health billing service

Keep private, Medicare and Medicaid rules separate. Each has its own filing clock.

Private payers

Blue Cross and Blue Shield of Texas is a division of Health Care Service Corporation and an independent licensee of the Blue Cross and Blue Shield Association, per its provider site. The site points providers to Availity for claims and eligibility. Texarkana sits on the Arkansas line, so some clients may hold plans issued in another state. The Texas Department of Insurance (TDI) prompt pay FAQ excludes out-of-state plans, so confirm the filing and payment rules with that plan. Our guide to in-network and out-of-network credentialing explains why the network matters.

Medicare and Medicaid

The Centers for Medicare & Medicaid Services (CMS) lists Texas in Jurisdiction H, where Novitas Solutions holds the Original Medicare contract (announced June 24, 2026). Our Texas Medicare Part B guide covers who can bill. For Medicaid, the Texas Medicaid & Healthcare Partnership (TMHP) managed care handbook says an initial claim sent to the correct plan must arrive within 95 days of the date of service. The behavioral health handbook says counselors, marriage and family therapists, clinical social workers and psychologists must be enrolled in Medicare or hold a pediatric practice exemption.

State rules

TDI’s FAQ says fully insured plans owe payment on clean claims within 30 days (electronic) or 45 days (paper), and providers file within 95 days. It excludes Medicaid, Medicare Advantage and self-funded plans. Telehealth matters for a practice with clients spread over small towns. Texas Medicaid pays audiovisual visits with modifier 95 and audio-only behavioral health with FQ, and the client’s home may be the patient site, per the April 2026 handbook. The provider must be licensed in Texas. For commercial plans, Texas Insurance Code 1455.004 requires coverage on the same basis as in person, with cost sharing no higher than in person.

Five essentials for an East Texas mental health billing service

EssentialWhat to confirm
1. County and service areaWhether the client’s county is in MRSA Northeast or Jefferson
2. Plan and state of issueThe plan on the date of service, and whether it was issued in Texas, through insurance verification
3. Network statusWhether you are in network, or the service bills out-of-network claims
4. Filing clock95 days for Medicaid and under TDI’s rules; your contract may differ
5. Telehealth setupModifier 95 or FQ, documented consent for audio-only, and Texas licensure

How does an East Texas mental health billing service handle Medicaid plans?

An East Texas mental health billing service checks the client’s county, finds the plan for the date of service and sends the claim to that plan inside the filing window. It then reads the plan’s payment report and follows up on denials. Ask any service to show you how it does each step for the MRSA Northeast and Jefferson areas.

What to do Monday morning

  1. List each client’s county and mark the ones in the table above.
  2. Flag clients whose card shows an out-of-state plan.
  3. Check each Medicaid client’s plan against the HHSC map.
  4. Read a recent electronic remittance advice and note the denials.
  5. Track your clean claim rate monthly.

The short version: East Texas mental health billing service

An East Texas mental health billing service must route Medicaid claims by service area, handle out-of-state plans with care and keep private, Medicare and Medicaid rules apart. Confirm county, plan, filing clock and telehealth setup before you sign.

FAQ

Is Beaumont in the same Medicaid area as Tyler?

No. HHSC lists Jefferson County, where Beaumont sits, in the Jefferson service area. Smith County, where Tyler sits, is in MRSA Northeast. The plan lists differ.

What does MRSA mean in Texas Medicaid?

It stands for Medicaid Rural Service Area. HHSC’s January 2026 map lists Superior and Wellpoint for STAR and Molina and United for STAR+PLUS in MRSA Northeast.

Does Texas prompt pay law apply to a plan issued in Arkansas?

TDI’s prompt pay FAQ lists out-of-state plans among its exclusions. Ask the plan which filing and payment rules apply, and read your contract.

Can I bill telehealth visits to Texas Medicaid from East Texas?

Yes, within the handbook’s rules. The April 2026 TMHP handbook lists modifier 95 for audiovisual visits and FQ for audio-only behavioral health, and requires Texas licensure. Check your plan’s own rules too.
