Denver Mental Health Billing Service: 5 Easy Checks
A Denver mental health billing service is an outside company that sends insurance claims, posts payments and follows up on denials for therapy and psychiatry practices in Denver, Colorado. It helps most when a group practice is adding clinicians and each new hire brings new payer paperwork. This guide gives five checks to run, plus the Colorado rules behind them.
Denver: why a growing group practice feels the payer mix
The U.S. Census Bureau’s QuickFacts page for Denver lists a median household income of $94,718 for 2020 to 2024 in 2024 dollars. That figure says nothing about any one client’s coverage. A Denver mental health billing service should read each client’s card, not the zip code.
Adding a clinician is a billing project
Every new clinician needs an active record with each payer before the first claim goes out. Until then, the group’s claims can deny, or sit unpaid with nobody watching them.
A Denver mental health billing service should track each clinician’s status with each payer in one place. It should also run insurance verification before each first visit and keep the group’s credentialing steps in order.
Pre-licensed and supervised clinicians
Many groups hire clinicians who are still working toward a license. Whether a payer pays for their visits, and under whose name, is the payer’s rule, not yours.
The Colorado Division of Insurance page for behavioral health providers (see below) says it encouraged carriers to let pre-licensed, provisional and delegated clinician candidates bill for patient care. Encouraged is not required. Get each payer’s rule in writing before you schedule those visits.
Telehealth and psychiatry visits
If your clinicians offer video visits, read our telehealth billing guide so the place-of-service code and modifier match each payer’s rule. Psychiatrists bill evaluation and management (E/M) visits, often with a psychotherapy add-on code on the same visit. Our guide to psychiatry billing services covers the details.
If a clinician is out of network with a plan, ask whether the service bills out-of-network claims. MCM South bills out-of-network claims for clients.

Five checks a Denver mental health billing service should run
Run these five checks for every new clinician and every new payer, and again when a payer changes its rules.
| Check | What to confirm |
|---|---|
| 1. New-clinician enrollment | Each plan’s enrollment status and effective date for every clinician, in writing, before the first billed visit |
| 2. Supervision and licensure status | Which clinicians are pre-licensed or supervised, and how each payer wants those visits billed |
| 3. Medicare and Health First Colorado | Medicare enrollment, and Health First Colorado enrollment and the regional entity for clients on that plan |
| 4. Claim setup | Billing and treating clinician names, NPIs and tax ID match each payer’s file; telehealth codes and psychiatry add-on codes are paired correctly |
| 5. Filing clocks | Medicare’s 12 months and each contract’s own window, written next to each payer |
Ask what happens to visits before an effective date. Hold or reschedule those clients until the date is confirmed in writing.
Colorado rules behind a Denver mental health billing service
Keep private, public and state rules apart. A claim follows the rules of its payer type.
Private payers
Anthem Blue Cross and Blue Shield posts Colorado updates on its own provider news page. An August 22, 2023 notice there says Anthem will reimburse services from unlicensed clinical behavioral health providers who hold at least a master’s-level education and are pursuing licensure. It says a licensed, participating Colorado provider must directly supervise them, and they are paid under the supervisor’s contract.
That notice is one payer’s rule and is several years old. Blue Cross and Blue Shield plans are separate companies, so do not apply it to any other Blue plan. Confirm the current policy with Anthem, read your contract with our payer contract compliance guide and keep payer contacts in our insurance companies contact directory.
Medicare and Medicaid
The Centers for Medicare & Medicaid Services (CMS) lists Novitas Solutions, Inc. as the A/B Medicare Administrative Contractor for Jurisdiction H. The page lists Colorado among the Jurisdiction H states and shows the contract status as “In Progress.” Check the page again before you rely on it.
Medicare.gov says claims must be filed no later than 12 months after the service, unless an exception applies.
For Health First Colorado, the Colorado Department of Health Care Policy and Financing (HCPF) says on its Accountable Care Collaborative page that the program is “the primary delivery system for Health First Colorado.” Regional Accountable Entities (RAEs) administer the capitated behavioral health benefit in their regions. The page says a new region map and new RAE contracts, called ACC Phase III, launched July 1, 2025.
Ask HCPF which entity handles behavioral health claims, and get its filing window and authorization rules in writing. HCPF’s telemedicine page is written mainly for members. It says care must be a Health First Colorado covered benefit and that telemedicine cannot be used for anything Health First Colorado does not cover.
State rules
The Colorado Division of Insurance (DOI) regulates the state’s insurance industry. Its page, Commercial Insurance Resources for Behavioral Health Providers in Colorado, says providers can report carrier issues to the Division. It also says that if a dispute with a carrier is unresolved, a provider should file a written dispute under Regulation 4-2-23 first and then contact the Division.
The same page points to Regulation 4-2-24 for claims processing, including clean-claim rules and interest on unpaid clean claims. Ask counsel which plan types it reaches before you rely on any deadline.
How do I choose a Denver mental health billing service for a group that keeps adding clinicians?
Choose a Denver mental health billing service that can show, for each clinician, which payers are active and from what date, and that bills Blue, commercial, Medicare and Health First Colorado claims by the rules of each.
Ask for your clean claim rate, a list of denial reasons and a sample monthly report. Ask how the service reads remittances, since each denial code points to a fix. Use our guide to CARC and RARC codes to check its answers. Get fee terms in writing, and confirm in writing that the service bills in Colorado.
What to do Monday morning
- List every clinician with each payer’s enrollment status and effective date.
- Mark which clinicians are pre-licensed or supervised and ask each payer how to bill their visits.
- Add a plan type column to your client list: Anthem or other Blue, commercial, Original Medicare, Medicare Advantage or Health First Colorado.
- For Health First Colorado clients, note the regional entity that handles their behavioral health benefit.
- Write each payer’s filing window next to its name, using your contract.
- Send the five checks to each Denver mental health billing service you are considering.

FAQ
Does a billing service need to be in Denver?
No. Claims and reports move electronically, so a service can work with practices in Denver and across Colorado. Colorado payer knowledge, written terms and clear reporting matter more than an address. Ask the service to confirm in writing that it bills in Colorado.
Which Medicare contractor handles Colorado claims?
CMS lists Novitas Solutions, Inc. as the A/B Medicare Administrative Contractor for Jurisdiction H, which includes Colorado. Medicare.gov says claims must be filed no later than 12 months after the service, unless an exception applies.
What is a Regional Accountable Entity?
HCPF says Regional Accountable Entities (RAEs) administer the capitated behavioral health benefit for Health First Colorado members in their regions. A new region map and RAE contracts launched July 1, 2025. Confirm your clients’ region and entity with HCPF.
Can pre-licensed clinicians bill commercial plans in Colorado?
It depends on the payer. The Colorado Division of Insurance says it encouraged carriers to allow pre-licensed, provisional and delegated clinician candidates to bill. Anthem’s August 2023 notice describes its supervised-billing rule. Get each payer’s current rule in writing.
Where can a provider report a carrier problem in Colorado?
The Colorado Division of Insurance has a page for behavioral health providers that describes how to report carrier issues. It also describes filing a written dispute under Regulation 4-2-23 before contacting the Division. Ask counsel before you file.
