Decatur Mental Health Billing Service: 5 Easy Checks
A Decatur mental health billing service is an outside company that sends insurance claims, posts payments and follows up on denials for therapy and psychiatry practices in Decatur, in DeKalb County east of Atlanta. Practices that see teenagers often bill more than one kind of coverage for one family. This guide gives five checks to run on every client, plus the Georgia rules behind them.
Decatur and DeKalb County: what a Decatur mental health billing service should know
The Georgia Municipal Association’s city directory lists Decatur in DeKalb County, and the Georgia Department of Community Health (DCH) region list places DeKalb in the Atlanta Medicaid region. The U.S. Census Bureau’s QuickFacts page lists a median household income of $139,397 for Decatur, for 2020 to 2024 in 2024 dollars. A median says nothing about one family’s coverage, so a Decatur mental health billing service should look at each client’s card, not at the zip code.
Teens, parents and family sessions
The person on the card is often a parent, not the client. The claim must carry the policyholder’s name, birth date and member ID, plus the client’s relationship to that person. A mismatch in any of them can get a claim rejected. For family sessions, ask each payer how it wants the visit billed and whose name goes on the claim. Psychiatrists who treat adolescents should also check how each plan pays medication visits that include therapy.
Out-of-network practices
If your practice is out of network, ask whether the service bills out-of-network claims. MCM South bills out-of-network claims for clients.

Five checks a Decatur mental health billing service runs on every client
Run these five checks at intake and again when anything changes. It should do them through insurance verification before the first visit, not after a denial.
| Check | What to confirm |
|---|---|
| 1. Whose plan is it? | Policyholder name, birth date, member ID and relationship to the client |
| 2. What type of plan? | Commercial, Medicare, Medicaid or PeachCare for Kids, and the CMO’s name if it is public coverage |
| 3. Is there other coverage? | A second plan, and which one the payer says pays first |
| 4. Did anything change? | A new card, a new employer or a client who has turned 19 |
| 5. Are you in network? | Your credentialing status and effective date with that payer |
Rules a Decatur mental health billing service applies by payer type
Private payers
Anthem Blue Cross and Blue Shield is the trade name of Blue Cross Blue Shield Healthcare Plan of Georgia, Inc., an independent licensee of the Blue Cross Blue Shield Association, according to an Anthem press release from May 2025. Treat it as its own payer. Keep payer contacts in our insurance companies contact directory.
Medicare and Medicaid
DCH’s Georgia Families page says the program delivers health care to members of Medicaid and PeachCare for Kids, through three CMOs: Amerigroup Community Care, CareSource and Peach State Health Plan. The PeachCare for Kids FAQ describes coverage for uninsured children under 19 and says each enrolled child is in a CMO. So check coverage again when a teen turns 19.
When a client has other insurance, Georgia’s Medicaid State Plan page on third party liability (effective October 1, 2021) describes cost avoidance: claims likely covered by a liable third party are returned, and the provider bills that party first. A CMO may set its own steps, so confirm them with the CMO. For Medicare clients, Medicare.gov sets a 12-month filing limit for Original Medicare.
State rules
Code section 33-24-59.5 asks an insurer to pay or explain within 15 working days of an electronic claim and 30 days of a paper claim, with 12 percent annual interest on late payments. It covers an insurer’s fully insured and third-party administrator business. The Office of Commissioner of Insurance (OCI) complaint page says providers can use its portal for managed care claims problems.
How do I read a denial from a Decatur mental health billing service’s report?
A good service reports each denial with its reason code, so you can see whether the cause was coverage, enrollment or coding. Learn the basics of the electronic remittance advice, then use our guide to CARC and RARC codes to read the reason behind each adjustment.
What to do Monday morning
- Add policyholder, relationship and plan type columns to your client list.
- Flag clients with two plans and write down which pays first.
- Flag clients near their 19th birthday and recheck their coverage.
- Pull your last remittance and note the top three denial reasons.
- Send the five checks above to each Decatur mental health billing service you are considering.
The short version: Decatur mental health billing service
A Decatur mental health billing service earns the job by checking whose plan it is, what type it is and who pays first, for every client. Public and private rules differ, so ask the service to show which applies. Get answers in writing.

FAQ
Is Decatur in the same Georgia Medicaid region as Atlanta?
The Georgia Municipal Association lists Decatur in DeKalb County, and DCH’s region list places DeKalb in the Atlanta region with Fulton, Cobb and Gwinnett. Confirm the client’s county and plan on the date of service.
Does my practice need a billing service in Decatur?
No. Claims and reports move electronically, so a service can work with practices in Decatur, elsewhere in DeKalb County and across metro Atlanta. Georgia payer knowledge, written terms and clear reporting matter more than an address. Ask the service to confirm in writing that it bills in Georgia.
Who pays first when a teen has Medicaid and a parent’s plan?
Georgia’s Medicaid State Plan describes cost avoidance: when another party is likely liable, the claim is returned and the provider bills that party first. A CMO may set its own steps, so confirm with the CMO and the other payer before you bill.
Does PeachCare for Kids cover clients who turn 19?
DCH’s FAQ describes PeachCare for Kids coverage for uninsured children under 19. Recheck coverage when a client turns 19, and ask the plan what applies next.
Where do I report a Georgia insurer that pays late?
OCI’s complaint page says providers can use its Consumer Complaint Portal for claims problems with managed care insurers. Keep the claim date, payer and remittance on hand when you file.
