West Texas Mental Health Billing Service: 6 Easy Essentials

A West Texas mental health billing service is an outside company that submits insurance claims for therapy and psychiatry practices in places like El Paso and Lubbock, posts payments and works denials. Distances are long, so telehealth matters, and the plans a client has depend on the county. This guide covers the payer rules that matter in West Texas and six checks to run before you hire.

What a West Texas mental health billing service does for a small practice

A West Texas mental health billing service takes over the claim cycle: benefit checks, claim submission, payment posting and follow-up on unpaid claims. You keep documentation and clinical decisions. Texas Medicaid claims must reach the client’s managed care organization (MCO) within 95 days, per the Texas Medicaid and Healthcare Partnership (TMHP) managed care handbook, so a service needs to know which plan each client has.

The Texas Health and Human Services Commission (HHSC) lists the plans by service area on its managed care service areas map (revised January 2026). El Paso and Lubbock are their own service areas. Counties outside them fall into a Medicaid Rural Service Area (MRSA).

Service areaSTAR plansSTAR+PLUS plans
El PasoEl Paso Health, Molina, SuperiorEl Paso Health, Molina
LubbockFirstCare, Superior, WellpointSuperior, Wellpoint
MRSA WestFirstCare, Superior, WellpointSuperior, Wellpoint

A Molina service-area page lists El Paso and Hudspeth counties under El Paso. A Wellpoint page gives Brewster County as an example of Rural Service Area West. Look up your own county before you assume a plan list, and verify the client’s plan on every visit.

Rules for a West Texas mental health billing service, by payer type

Keep private, public and state rules in separate columns of your billing notes. They run on different clocks.

Private payers

Blue Cross and Blue Shield of Texas (BCBSTX) is a division of Health Care Service Corporation and an independent Blue Cross and Blue Shield licensee. Its PPO provider manual (updated December 19, 2025) says plan claims are due within 365 days of the date of service. The Texas Department of Insurance (TDI) says providers generally have 95 days to file with a managed care carrier unless the contract extends the time. Self-funded employer plans are exempt from the TDI rule. Build your payer list from your own remittances, since each carrier follows its own manual. See payer contract compliance for what to track.

Medicare and Medicaid

Medicare.gov says providers file Original Medicare claims within 12 months of the date of service. CMS says Novitas Solutions won the Jurisdiction H contract, which includes Texas (announced June 24, 2026). For Texas Medicaid, the behavioral health handbook says licensed professional counselors, marriage and family therapists, clinical social workers and psychologists must be enrolled in Medicare or hold a pediatric practice exemption. Most psychotherapy codes are limited to 30 visits per calendar year before prior authorization.

State rules

TDI’s parity overview (updated December 15, 2025) says fully insured plans must cover mental health benefits at parity with medical benefits, and that self-funded plans fall under the U.S. Department of Labor. For telehealth, which matters across long West Texas distances, Texas Insurance Code section 1455.004 (read the section) says covered plans cannot charge higher cost-sharing for telehealth than for in-person care. It does not require audio-only coverage.

How do I pick a West Texas mental health billing service?

Pick a West Texas mental health billing service by asking each candidate the same six questions and getting the answers in writing. A service that cannot explain how it handles Texas Medicaid plans and telehealth claims is not ready for a West Texas practice.

EssentialWhat to ask
1. SpecialtyDo you bill only mental and behavioral health, including psychiatric E/M with add-on codes?
2. Medicaid plansWhich El Paso, Lubbock and rural plans do you bill, and who watches the 95-day rule?
3. TelehealthHow do you code and track telehealth visits by payer? See eligibility verification for coverage checks.
4. CredentialingWho enrolls me with payers? See insurance credentialing for therapists.
5. ReportsWhat do I see each month, and is my clean claim rate included?
6. ExitWhat do I get back if I leave?

What to do Monday morning

Use this list to prepare your West Texas mental health billing service search.

  1. Pull your unpaid claims by payer and date of service.
  2. Check each Medicaid claim against the plan the client had on the visit date.
  3. Read recent denials against the electronic remittance advice.
  4. Write down the filing window for every payer you bill.
  5. Send the six questions to two services and compare.

The short version: West Texas mental health billing service

A West Texas mental health billing service should know Texas payer deadlines, the El Paso, Lubbock and rural Medicaid plans, and how your telehealth visits are billed. Ask the six questions, get answers in writing and keep your own filing calendar.

FAQ

Does the 95-day rule apply to every Texas plan?

No. TDI says providers generally have 95 days to file with a managed care carrier, but contracts can extend the time and self-funded plans, Medicaid, CHIP and Medicare Advantage are exempt from the TDI rule. The BCBSTX PPO manual says 365 days for its plan claims. Read each contract.

How do I know which Medicaid plan to bill outside El Paso and Lubbock?

Counties outside the metro service areas sit in a Medicaid Rural Service Area. Check the client’s enrollment on the date of service and look up the county on the HHSC service area map.

Are telehealth sessions covered the same as in-person visits in Texas?

Texas Insurance Code section 1455.004 says covered plans cannot charge higher cost-sharing for telehealth and must cover it at the same level as in-person care, except audio-only. Confirm each plan’s policy.

Can a billing service submit out-of-network claims?

Many can, but confirm it. MCM South bills out-of-network claims for clients.
