Jacksonville Mental Health Billing Service: 5 Easy Steps
A Jacksonville mental health billing service handles the insurance side of a therapy or psychiatry practice in Duval County and the rest of Northeast Florida. It submits claims, posts payments, and works denials while you do the clinical work. This guide shows how the main Florida payers work, so you know what to hand off and what to check.
Why a Jacksonville mental health billing service starts with your payer mix
Most Northeast Florida practices bill a mix of commercial plans, Medicaid managed care and Medicare. Each pays on its own rules, so a billing problem usually traces back to one payer type. Sort your claims by payer first, then fix the weakest group. A good Jacksonville mental health billing service reports results the same way, by payer.
| Payer type | Who pays the claim | Where the rules live |
|---|---|---|
| Florida Blue and other commercial plans | The plan or its behavioral health vendor | Your contract, the provider manual, Florida insurance statutes |
| Florida Medicaid managed care | The patient’s Medicaid plan, not the state | Agency for Health Care Administration (AHCA) contracts and plan manuals |
| Original Medicare | The Medicare contractor for Florida | Medicare.gov and CMS |
If you are still choosing a vendor, our guide to mental health billing services for therapists lists seven checks to run first.

Private payers a Jacksonville mental health billing service sees most
Private payers
Florida Blue is the Blue Cross and Blue Shield licensee for Florida. Its site calls it an independent licensee of the national association and says it is owned by GuideWell, which is based in Jacksonville. That local tie does not change the rule: do not apply another Blue plan’s policies to it.
Florida Blue says providers submit claims and check eligibility through Availity (Florida Blue provider page). A March 2023 provider notice said Florida Blue’s managed behavioral health services were run by Lucet, so confirm today which entity handles authorizations for your members.
UnitedHealthcare lists commercial, Medicare Advantage and Medicaid community plans for Florida, so one carrier can mean three sets of rules. Aetna sends new providers to its onboarding center for contracting and credentialing. Run insurance verification before each new client, and keep payer phone lines in our insurance companies contact directory.
Medicare and Medicaid billing in Duval County
Medicare and Medicaid
Florida Medicaid is run by AHCA. Under section 409.966 of the Florida Statutes, Duval, St. Johns, Clay, Nassau, Baker, Flagler and Putnam counties sit in Region B of the Statewide Medicaid Managed Care program, along with Alachua, Marion, Volusia and others.
AHCA takes provider applications through the Florida MMIS Provider Portal, with risk-based screening and a Level 2 background check. Medicaid plans then credential you separately, so plan on two steps. Our guide to insurance credentialing for therapists covers the general sequence.
Original Medicare claims in Florida go to First Coast Service Options, the contractor for Jurisdiction N. Medicare.gov says claims generally must be filed within 12 months of the service.
State rules
Florida’s prompt pay statute, section 627.6131, covers health insurers. It asks providers to send claims to the primary insurer within six months of the date of service and to a secondary insurer within 90 days of the primary decision.
It asks insurers to pay or deny electronic claims within 20 days and paper claims within 40 days, with 12 percent simple interest on late payments. HMOs have a matching statute, section 641.3155. Self-funded employer plans often fall outside both, so your contract controls.
For telehealth, section 456.47 sets practice standards and out-of-state registration. It says nothing about payer payment. Read each payer’s telehealth policy before you bill a video visit.
How do I choose a Jacksonville mental health billing service?
You choose a Jacksonville mental health billing service on knowledge, not address. Pick a service that knows Florida payers and signs a HIPAA business associate agreement. Claims go out electronically, so the company does not need an office in town.
Ask which Florida plans it bills today, who handles out-of-network claims, and what you receive each month. See our guide to out-of-network billing for therapists for the questions to ask.
What to do Monday morning
- Sort last quarter’s claims by payer type: Florida Blue, other commercial, Medicaid plan, Medicare. Ask any Jacksonville mental health billing service you are considering for the same report.
- For each Medicaid patient, write down the plan and confirm the county’s region.
- Check your oldest unpaid claims against the six-month filing window, and read the denial reason on each electronic remittance advice.
- Track your clean claim rate by payer.
- Psychiatrists: ask each payer how it wants an evaluation and management visit billed with a psychotherapy add-on code.
The short version: Jacksonville mental health billing service
A Jacksonville mental health billing service should know Florida Blue, Medicaid managed care in Region B and Medicare through First Coast. Sort your claims by payer, follow Florida’s filing and prompt pay rules, and verify each contract in writing.

FAQ
Does a billing service need to be in Jacksonville?
No. Claims, remittances and reports move electronically. What matters is Florida payer knowledge, a signed HIPAA business associate agreement, and clear reporting.
Which Medicaid region includes Duval County?
Section 409.966 of the Florida Statutes places Duval in Region B, with St. Johns, Clay, Nassau, Volusia and other counties. Confirm each patient’s plan on the date of service.
How long do I have to file a commercial claim in Florida?
Section 627.6131 sets six months from the date of service for outpatient care when the provider has the insurer’s correct name and address. Your contract may differ, so read it.
Does Florida require payers to pay telehealth the same as in-person visits?
Section 456.47 does not address payer payment. Check each payer’s policy and your contract for telehealth rates and modifiers.
