BCBSTX Behavioral Health Billing: Onboarding, Availity and the 2026 Changes

BCBSTX behavioral health billing changed in 2026, and the changes affect how you check benefits, request authorizations and bill trainees. Blue Cross and Blue Shield of Texas (BCBSTX) is a division of Health Care Service Corporation (HCSC), according to its provider site, and its rules apply to Texas members only. Other HCSC plans, such as the ones in our HCSC billing guide, run their own rules.
What is BCBSTX behavioral health billing, and what does it cover?
BCBSTX is the Texas Blue Cross plan. It sells commercial coverage, and it also serves Texas Medicaid programs through STAR, CHIP and STAR Kids. This post covers commercial behavioral health. Our BCBSTX billing guide lists contacts and payer details, and our Texas insurance contact numbers page has plan lines.
How do I join the BCBSTX network?
Start by getting a BCBSTX Provider Record ID for each Tax Identification Number you bill under, then complete the Provider Onboarding Form (BCBSTX, how to join). BCBSTX requires a credentialing process for every network provider, and it requires a CAQH profile. CAQH is the shared database where you keep your credentialing information. BCBSTX says an unfinished CAQH application causes its process to be discontinued, and you would need to start over.
Check your status in BCBSTX’s credentialing status checker with your NPI or license number. Our credentialing page and in-network versus out-of-network guide help you decide whether to join. Joining the network is the first step in BCBSTX behavioral health billing.
What changed on January 1, 2026?
BCBSTX took over administering behavioral health benefits from Magellan Healthcare for Blue Advantage HMO and MyBlue Health members, starting January 1, 2026. Providers were told to confirm they are contracted in those networks, use Availity Essentials for eligibility, prior authorization and claims, and request authorizations through BlueApprovR inside Availity. BCBSTX honored authorizations on file with Magellan for up to 180 days from January 1, 2026, a window that has now passed (BCBSTX notice, July 23, 2025).
If you treat these members and still send things to Magellan, stop and update your workflow. Providers not contracted directly can apply through the onboarding form.
How do I check eligibility and benefits for a BCBSTX member?
Use Availity Essentials. BCBSTX strongly encourages it, requires registration, and says to check before every scheduled appointment and to ask to see the member’s ID card and photo ID. Separate customer service lines apply to Medicare Advantage, STAR and CHIP, BlueCard out-of-state and Federal Employee Program members (BCBSTX eligibility and benefits). Our insurance verification page walks through the habit. Authorization rules affect BCBSTX behavioral health billing for higher levels of care.
Do BCBSTX behavioral health services need prior authorization?
Some do. BCBSTX says authorization is required for all inpatient, residential and partial hospitalization services, and for some intensive services such as applied behavior analysis, intensive outpatient programs and transcranial magnetic stimulation. The page does not specifically address outpatient psychotherapy, so check benefits in Availity or the behavioral health number on the member’s ID card (BCBSTX behavioral health care management). See also the authorization terms glossary.
Since February 9, 2026, primary care physicians do not need to refer commercial members to in-network behavioral health providers (BCBSTX news).
What are the 2026 rules on trainees and billing under your NPI?
BCBSTX’s May 12, 2026 claims reminders spell out four points (BCBSTX claims reminders):
- No pass-through billing. Out-of-network providers who join a group must bill under their own rendering NPI, and only for services in their scope.
- Direct supervision of trainees. BCBSTX defines it as the qualified provider being in the immediate vicinity 100 percent of the time, and state and licensing board laws still apply.
- Modifier HL is coming. BCBSTX will require the HL modifier for trainee-performed services at a future date. Do not append it until BCBSTX says so.
- Your NPI is a certification. Submitting a claim under your NPI certifies that you rendered the service.
Group owners should audit who bills under whom. Our network management glossary defines the terms involved.
What should psychiatrists and psychotherapists check?
Psychotherapists should review psychotherapy codes 90832, 90834 and 90837. Psychiatrists should also read our companion post on BCBSTX E/M claim editing (planned, link after publish), because a July 2026 change affects E/M visits. Trainee and NPI rules are central to BCBSTX behavioral health billing for group practices.

- Keep notes that meet BCBSTX’s documentation policy, listed as CPCP029 in its claims reminder.
