New York Medicaid Provider Enrollment: 6 Easy Steps

New York Medicaid provider enrollment runs through the eMedNY Provider Services Portal (PSP). A therapist or psychiatrist who wants to bill Medicaid fee-for-service, or join a Medicaid managed care network, enrolls there first. This guide covers the six steps in order, the rules for LCSWs, LMHCs and LMFTs, how managed care enrollment differs, and revalidation. Status is current as of October 17, 2026. Confirm every item on the official pages before you act.
How New York Medicaid provider enrollment works
eMedNY says new enrollment, revalidation, reinstatement and maintenance for all providers are handled through the Provider Services Portal. The state describes it as an online system that manages the provider enrollment process.
The 6 steps in the Provider Services Portal
The PSP page and the eMedNY enrollment guide give this order:
- Get or confirm your NPI in NPPES. The guide says you must have or obtain one.
- Create a NY.gov business account, set up multi-factor authentication and complete identity proofing. This is a one-time setup.
- Start the application in PSP. The system assigns an Application ID.
- Complete it with your provider type, services, billing status, affiliations and program compliance details, and upload the required documents. You can save it as In Process. You must log in with your own account to submit.
- The state reviews it, may ask for more information, and sets the status to Active or Denied. A written determination follows, and the approval letter includes your Medicaid provider ID.
- Set up billing with the ETIN certification forms and the EFT form. The guide says a rejected EFT form means payment by paper check.
eMedNY says an application started but not submitted within 45 days is deleted.
Rules for LCSWs, LMHCs and LMFTs
The LCSW, LMHC and LMFT policy manual (July 2025) says these practitioners must be licensed and registered by the New York State Education Department and enrolled in Medicaid fee-for-service to be reimbursed. It also says an LMSW cannot enroll or participate independently and that limited permit holders cannot enroll.
Practitioners in private or group practice can bill for their own services. In an Article 28 clinic, the manual says a professional claim cannot be billed because the clinic payment includes the practitioner’s component. The eMedNY LMFT enrollment page shows three options: individual billing, non-billing for managed care networks, and a change from non-billing to billing. Clinical psychologists and physicians see the same three options on their eMedNY pages. We did not find a psychiatrist-specific pathway, so use the physician page and confirm with eMedNY.
Medicaid managed care networks
eMedNY says the federal Cures Act requires every Medicaid managed care and CHIP network provider to be enrolled in Medicaid, and that providers who do not enroll will be removed from the plan network. Its managed care network page says practitioners who serve only managed care members can enroll as non-billing, with one application covering all plans.
The pages we reviewed do not describe plan-level credentialing, so ask each plan for its steps.
Revalidation in New York
The state moved revalidation fully into PSP. An April 29, 2026 eMedNY notice says paper revalidations stopped on May 1, 2026. The Department of Health revalidation page (revised September 2026) says not to start until you receive the official notice by both email and mail, and that missing the deadline terminates enrollment.
The sources disagree on the cycle length. The Department of Health page describes cycles of three, four or five years by risk level, and the policy manual says five years. Use the notice you receive as your due date.
Medicaid rules are separate from Medicare and private insurance
New York Medicaid enrollment is a state process. Medicare runs through CMS, covered in our Medicare enrollment guide, and private plans credential you on their own, as our guide to getting credentialed with insurance explains.
| Step | Where it happens | What to confirm |
|---|---|---|
| State Medicaid enrollment | The state Medicaid agency’s provider enrollment portal | Your provider type, enrollment status and effective date |
| Managed care plan credentialing | Each plan’s credentialing department | Network status and contract effective date, which are separate from state enrollment |
| Medicare | CMS and your Medicare Administrative Contractor | Medicare enrollment is separate from Medicaid |
Practical tips for new york medicaid provider enrollment
