Massachusetts Private Insurance Billing: 5 Easy Essentials
Massachusetts private insurance billing is billing commercial health plans, not MassHealth or Medicare, for therapy and psychiatric visits delivered in Massachusetts. Every carrier has its own network application, portal and claim rules. The work starts with finding out who actually pays, then billing that carrier by its own instructions.
Where Massachusetts private insurance billing starts
Start with three questions for every new patient: which carrier issued the plan, which company manages mental health benefits and claims, and whether you are in network for that plan. The name on the card does not always answer the second question, so ask the plan and record the answer. Our insurance verification routine gives you the steps.
| Carrier | Official starting point | What the page tells providers |
|---|---|---|
| Blue Cross Blue Shield of Massachusetts | Provider mental health page | Invites multidisciplinary mental health clinicians to join the network and points to a contracting application and credentialing pages |
| Harvard Pilgrim Health Care and Tufts Health Plan (Point32Health) | Point32Health behavioral health page | Lists provider portals, claim submission details and a “join the network” link |

Private payers: two examples for Massachusetts private insurance billing
Blue Cross Blue Shield of Massachusetts
Blue Cross Blue Shield of Massachusetts is an independent Blue Cross licensee, so do not apply another Blue plan’s rules to it. Its provider page says clinicians must review their provider directory information every 90 days, and it refers to InterQual clinical criteria in its authorization materials. The page does not say who manages behavioral health benefits, so ask on each verification call.
Harvard Pilgrim and Tufts Health Plan
Point32Health is the parent organization of Harvard Pilgrim Health Care and Tufts Health Plan. Its behavioral health page says Harvard Pilgrim providers use the HPHConnect portal and Tufts providers use the Tufts Health Plan provider portal. It also lists the electronic payer ID and the paper claim address for each plan, so copy those from the page instead of from an old claim. The page names no outside behavioral health vendor.
How to collect the patient’s share in Massachusetts private insurance billing
Collect what the plan says the patient owes, at the time you can state it with confidence. Your verification note should show the copay, the coinsurance and the deductible still unmet. Our guide to coinsurance, copay and deductible shows how the three combine. Write your collection policy down and apply it the same way to every patient.
- Collect the copay at the visit.
- Hold coinsurance and deductible amounts until the plan’s remittance shows what it applied.
- Send a statement for the balance after the payer processes the claim.
State rules that touch Massachusetts private insurance billing
Two Massachusetts laws matter on the commercial side. First, a telehealth statute, M.G.L. c. 176I, section 13, says telehealth deductibles, copayments and coinsurance cannot exceed those for in-person care. Second, the state’s mental health coverage laws, including M.G.L. c. 175, section 47B, require non-discriminatory coverage for 13 biologically based mental disorders, according to the Division of Insurance’s calendar year 2023 parity report. The Division reviews these rules for the carriers it regulates, so ask each plan whether it is fully insured or self-funded before you assume a state law applies.
Medicare and Medicaid
MassHealth is the Massachusetts Medicaid program and follows its own regulations, so none of the carrier steps above apply to it. Medicare is a federal program with its own rules. Keep MassHealth, Medicare and Massachusetts private insurance billing in separate workflows so a rule from one never lands on another.
Keep a one-page payer sheet
A payer sheet turns Massachusetts private insurance billing into a lookup instead of a hunt. Keep one row per carrier and update it whenever a claim rejects.
| Field | What to record |
|---|---|
| Portal and payer ID | Copied from the carrier’s provider page, with the date you copied it |
| Behavioral health manager | The company the plan named on your verification call |
| Network status | In or out of network, by clinician |
| Authorization contact | Name, line and reference number from the last call |
How do I bill a Massachusetts commercial insurance plan for therapy?
For Massachusetts private insurance billing, confirm the carrier and the company that manages mental health, confirm your network status for the treating clinician, bill the carrier through its portal or clearinghouse using the payer ID on its provider page, and collect the patient’s share from the plan’s remittance. If a plan is new to you, use the insurance companies contact directory and the in-network and out-of-network guide before you send claims.
What to do Monday morning
- List the commercial carriers on your schedule this week.
- Open each carrier’s provider page and note the portal, payer ID and claim address.
- Check your directory listing with each carrier where it asks for a regular review.
- Write your patient-share collection steps on one page for the front desk.
The short version: Massachusetts private insurance billing
Massachusetts private insurance billing means finding the right carrier, the right behavioral health manager and your network status first. Then bill by the carrier’s own instructions and collect the patient’s share from the plan’s remittance.

FAQ
Does Blue Cross Blue Shield of Massachusetts manage its own behavioral health benefits?
Its provider mental health page does not say. Ask on each verification call and record the answer, because some plans use a separate behavioral health manager.
Where do I find Harvard Pilgrim and Tufts claim details?
On the Point32Health behavioral health provider page, which lists the electronic payer ID and paper claim address for each plan. Copy them from there and check them again when claims reject.
Can a telehealth copay be higher than an in-person copay in Massachusetts?
M.G.L. c. 176I, section 13 says telehealth deductibles, copayments and coinsurance cannot exceed those for in-person care. Confirm how it applies to the specific plan.
Does Massachusetts law apply to every commercial plan?
Not always. The Division of Insurance regulates the carriers it oversees, and self-funded employer plans can follow different rules. Ask the plan which type it is.
