Florida Blue Mental Health Billing: 6 Easy Essentials
Florida Blue mental health billing is the work of verifying members, getting authorization when it is required, and submitting claims to Florida Blue, an independent licensee of the Blue Cross and Blue Shield Association. For many members, a separate company manages the behavioral health benefit. Knowing who that is saves claims from landing in the wrong place.
Who manages behavioral health in Florida Blue mental health billing
Florida Blue says Lucet is its behavioral health benefits and services manager. In an April 2025 provider notice, Florida Blue described Lucet’s services as offered at no additional cost to fully insured commercial and Medicare Advantage members. An August 2023 notice says Lucet was formerly New Directions Behavior Health. Florida Blue also lists a Lucet provider scheduling tool in its bulletins from November 2024 and August 2025.
That does not mean every member is the same. A member of a self-funded employer plan may have a different arrangement. Ask Florida Blue, through the provider portal or the number on the card, who administers behavioral health for that member, and write it down.

Six checks for Florida Blue mental health billing
Run the same six checks for every new Florida Blue member. They keep Florida Blue mental health billing predictable and give you a record if a claim is questioned.
| Check | What to do |
|---|---|
| 1. Plan type | Commercial, Medicare Advantage or another product; fully insured or not |
| 2. Behavioral health manager | Confirm who handles benefits and authorization (see insurance verification for therapists) |
| 3. Network status | Confirm you are in network for that product |
| 4. Authorization | Ask by level of care, not only by plan |
| 5. Claim route | Submit through your clearinghouse or Availity and keep the acceptance report |
| 6. Credentialing data | Keep your CAQH profile and demographics current |
What Florida Blue has said about authorization
The August 2023 notice, written for myBlue members, says no primary care referral is needed for behavioral health. It also says authorization is required for inpatient care, partial hospitalization, intensive outpatient programs and substance abuse rehabilitation, and that providers coordinate those through Lucet. It does not say whether routine outpatient therapy needs authorization. Do not assume either way. Ask for the answer for each product and keep the reference number. If your practice runs higher levels of care, our guide to patient benefit verification shows what to ask.
How do you bill Florida Blue for therapy?
Florida Blue mental health billing follows the usual steps: verify the member, confirm network status and any authorization, then submit a professional claim electronically. Florida Blue accepts corrections through Availity, so keep your clearinghouse or Availity account active.
Fixing a Florida Blue claim
Corrections are a routine part of Florida Blue mental health billing. Florida Blue’s May 2024 notice on corrected claims says a corrected claim is needed when you add charges or change procedure or diagnosis codes. Resubmit the whole claim with frequency code 7, with the original services plus the changes. A claim that carries only the missing charges will not be accepted. To cancel a claim sent in error, resubmit it with frequency code 8. If the claim was already paid, the notice points you to the claim overpayment refund form instead.
A January 2026 update to Florida Blue’s service facility rule requires a service facility NPI on professional claims that use place of service 19, 21, 22, 24, 51, 52 or 61. Place of service 11, the usual office code, is not on that list. If you bill from a hospital outpatient or partial hospitalization setting, check the notice. Reading your remittance helps you catch these rejections early, so see our guide to CARC and RARC codes.
How the rules differ by payer type
Private payers
Florida Blue is a commercial payer, and its contract and provider manual set your obligations. Do not carry its rules over to another Blue plan, because each Blue Cross and Blue Shield licensee is independent. If you are out of network, claims work differently, so read our guide to out-of-network billing for therapists and the comparison of in-network and out-of-network credentialing.
Medicare and Medicaid
The April 2025 notice includes Medicare Advantage members among those Lucet serves. Medicare Advantage is a private plan, so its authorization and claim rules come from the plan. Original Medicare and Florida Medicaid claims do not go to Florida Blue. Medicaid enrollees are usually in managed care plans run under the Agency for Health Care Administration, and those rules are separate.
State rules
Florida law and Florida Blue’s contract both affect filing windows and payment timing. Check your contract and Florida Blue’s provider manual rather than a rule from another state. Credentialing is its own task: Florida Blue’s August 2023 notice says professional providers should keep their CAQH profile current, and our guide to insurance credentialing for therapists covers the steps.
What to do Monday morning
- List your Florida Blue patients and note each plan type, so your Florida Blue mental health billing starts from facts.
- Ask Florida Blue who manages behavioral health for each product you see.
- Write down the authorization answer for your level of care, with a reference number.
- Find any claims you corrected and check that each one used frequency code 7 on the full claim.
- Psychiatrists: ask how the plan wants evaluation and management visits billed with a psychotherapy add-on code.
The short version: Florida Blue mental health billing
Florida Blue mental health billing depends on knowing the member’s plan type and who manages behavioral health. Ask about authorization by level of care, send complete claims, and fix errors with a full corrected claim. Keep your credentialing data current and track your clean claim rate.

FAQ
Is Florida Blue the same as Anthem?
No. Florida Blue describes itself as an independent licensee of the Blue Cross and Blue Shield Association. Each licensee sets its own rules, so do not apply another Blue plan’s rules to Florida Blue.
Who manages behavioral health for Florida Blue members?
Florida Blue names Lucet as its behavioral health benefits and services manager for fully insured commercial and Medicare Advantage members (April 2025 notice). Confirm the arrangement for each member and product.
Does Florida Blue require authorization for outpatient therapy?
The notices we reviewed require it for inpatient, partial hospitalization, intensive outpatient and substance abuse rehabilitation, and say nothing about routine outpatient therapy. Ask for the answer by product and keep the reference number.
How do I correct a Florida Blue claim?
Resubmit the entire claim with frequency code 7, including the original services and the changes. A claim with only the missing charges will not be accepted. Use frequency code 8 to cancel a claim sent in error.
