Colorado Medicaid Provider Enrollment: 6 Easy Steps

Colorado Medicaid provider enrollment gets a therapist or psychiatrist a Health First Colorado provider ID. For behavioral health, it is only the first of two parts, because you then contract and credential with a Regional Accountable Entity (RAE). This guide covers the enrollment steps, how RAE credentialing works, and revalidation. Status is current as of October 17, 2026. Confirm every item with the Colorado Department of Health Care Policy and Financing (HCPF) before you act.
How Colorado Medicaid provider enrollment works
HCPF’s behavioral health page lists three steps for Medicaid behavioral health providers: get licensed, enroll with HCPF, and contract with a managed care entity, meaning a RAE or a managed care organization. Colorado’s Behavioral Health Administration regulates behavioral health services, and licensure comes first.
The 6 steps
The HCPF enrollment training deck gives this order:
- Pick your provider type first. HCPF has a Find Your Provider Type page.
- Open the enrollment instructions and application, read the list of common reasons applications are returned, and review the checklist for your enrollment type.
- Complete the request information panel. The system assigns an Application Tracking Number.
- Complete the remaining panels: specialties, addresses, provider identification, licensure, network participation, EFT, disclosures and fingerprinting if required, attachments and the Provider Participation Agreement.
- After approval you receive a Health First Colorado provider ID and register for the Provider Web Portal.
- Contract and credential with a RAE.
The deck says you need an NPI and that the taxonomy code on your application must match NPPES. Licenses issued by DORA update automatically, so your name and details must match. We could not confirm which provider type code applies to each license type, so use HCPF’s provider type tool.
RAE credentialing is separate
HCPF says behavioral health providers must be enrolled in Health First Colorado and credentialed directly by the RAEs to be paid under the capitated behavioral health benefit. The HCPF resource center says providers contract with RAEs directly and are encouraged to contract with more than one.
The October 2025 behavioral health fact sheet adds that a provider who is not contracted with a RAE can serve that RAE’s members only with a single case agreement or a provider contract.
The current RAEs by region, per the HCPF Phase III page, are Rocky Mountain Health Plans in Region 1, Northeast Health Partners in Region 2, Colorado Community Health Alliance in Region 3 and Colorado Access in Region 4. The state cut its regions from seven to four when Phase III launched on July 1, 2025.
Revalidation in Colorado
The HCPF training deck says providers must revalidate at least every five years, that HCPF emails you six months before the deadline, and that missing it leads to claim denials and possible disenrollment. Providers in a group revalidate through their own portal account.
Medicaid rules are separate from Medicare and private insurance
Colorado Medicaid enrollment is a state process. Medicare runs through CMS, covered in our Medicare enrollment guide, and private plans credential you on their own, as our guide to getting credentialed with insurance explains.
| Step | Where it happens | What to confirm |
|---|---|---|
| State Medicaid enrollment | The state Medicaid agency’s provider enrollment portal | Your provider type, enrollment status and effective date |
| Managed care plan credentialing | Each plan’s credentialing department | Network status and contract effective date, which are separate from state enrollment |
| Medicare | CMS and your Medicare Administrative Contractor | Medicare enrollment is separate from Medicaid |
