Chicago Mental Health Billing Service: 7 Easy Essentials

A Chicago mental health billing service handles insurance claims for therapy and psychiatry practices, from submission to payment posting and denial follow-up. Chicago practices usually bill commercial plans, Medicare and Illinois Medicaid health plans, and each follows different rules. This guide covers that mix and seven essentials to confirm before you hand off billing.

What a Chicago mental health billing service has to sort out first

A Chicago mental health billing service has to match every claim to the right payer type, because commercial, Medicare and Medicaid claims follow different rules. The payer decides where the claim goes, how long you have to file and who answers a denial. Sort your caseload into those groups before you compare vendors.

Private payers

Blue Cross and Blue Shield of Illinois is a division of Health Care Service Corporation (HCSC), according to the footer of its provider site. The site describes Availity as the place to submit claims, check eligibility and request authorizations. Our Blue Cross and Blue Shield of Illinois billing guide adds plan details.

Never carry a rule from another Blue plan, or from another carrier, over to this one. Each plan publishes its own manual, so pull the rules for every plan you bill.

Medicare and Medicaid

Original Medicare claims from Illinois go to the Medicare Administrative Contractor (MAC) for Jurisdiction 6, which covers Illinois, Minnesota and Wisconsin. A Centers for Medicare & Medicaid Services (CMS) page names National Government Services (NGS). A March 2026 notice says NGS began operating as Wellpoint Federal on April 1, 2026, with no impact on claims processing.

The Illinois Department of Healthcare and Family Services (HFS) runs Medicaid through HealthChoice Illinois. Its statewide plan list names Aetna Better Health of Illinois, Blue Cross Community Health Plans, Meridian Health Plan and Molina Healthcare for Cook County, plus YouthCare for former youth in care and their children. CountyCare Health Plan serves Cook County only.

On June 15, 2026, HFS announced new HealthChoice Illinois contracts awarded June 8 to six plans: Aetna Better Health of Illinois, Blue Cross and Blue Shield of Illinois, Humana Benefit Plan of Illinois, Meridian Health Plan of Illinois, Molina Healthcare of Illinois and CountyCare. The release gives no start date, so confirm the roster on the date of service.

HFS handles provider enrollment through IMPACT, listed on its Medical Providers page. For HealthChoice clients, its behavioral services handbook (February 2025) says to bill the plan under your contract and follow its rules. Fee-for-service claims must arrive within 180 days of service, or 24 months when Medicare pays first. See our Illinois Medicaid billing guide.

State rules

Section 368a of the Illinois Insurance Code sets prompt payment rules. It requires payors to pay non-periodic claims within 30 days of receiving due written proof of loss, and to flag insufficient documentation within 30 days. The Illinois Department of Insurance (IDOI) lists its Office of Consumer Health Insurance for complaints and appeals.

Section 356z.22 covers telehealth. In a fully insured plan that covers telehealth, the plan may not require an in-person visit first, and telehealth cost sharing may not exceed in-person cost sharing. The Center for Connected Health Policy (updated June 4, 2026) reports that payment parity continues past January 1, 2028 for mental health telehealth.

What to do Monday morning

  1. Export your client list with each payer and plan type.
  2. Mark every Medicaid client and note the plan name on the card.
  3. Write each payer’s filing window next to its name.
